Colombia’s communications ministry closed its tender for cellular telephone networks to be operated by joint public and private consortia, saying it had received a bid for each of the three geographical regions to be designated a network and will announce winners on March 4: a joint consortium in which at least one state-owned company must have more than a 50% interest will operate a network in each of the three regions in competition with a private consortium operating a sister network; consortium Celcaribe SA, which includes Millicom International Cellular SA of Luxembourg with a 40% interest, submitted a bid to operate in the Caribbean coast; Occel SA made a bid for the western region covering Cali and the Pacific coast; Cable & Wireless Plc holds a 20% stake, while Japan’s Itochu Corp has a 5% interest; Celular SA, including Canada’s BCE Telecom International Inc with a 40% interest, made a bid for the eastern region which includes Bogota and the plains near Venezuela.
