Flushed with the success of Groupe Speciale Mobile, the European Commission is working with European companies to develop a strategy for introducing the next generation of mobile communications technology. The planned Universal Mobile Telecommunications System will enable advanced mobile multimedia systems to be developed. Industry leaders told the Commission they needed a stable regulatory environment, including licensing conditions and dedicated frequency allocations. The Commission said a key role is to be played by the new UMTS Forum, which unites manufacturers, cellular and satellite communications operators, regulators and others.
