The Indian government has duly announced plans to liberalise the telecommunications market (CI No 989): some manufacturing of switching and transmission equipment can be done by companies that are not state-owned, and foreign companies that set up a minority-owned joint venture with an Indian company and agree to transfer technology will be allowed into the market, with preference given to ones who agree to do some research and development in India; Alcatel NV is already there, and front runners for work as a result of the liberalisation – part of a plan to put every village on the phone by 2000, are Nokia Oy of Finland and Italtel SpA, Italy.
