Wisconsin has wisely decided to regulate Ameritech Inc’s prices rather than its earnings, under a bill passed the state legislature and sent to Governor Tommy Thompson for signature: under price regulation – the system used here in the UK, the Chicago phone company will reduce rates by $35m a year, freeze rates for three years and invest at least $700m in Wisconsin over five years – but is free to maximise its profits under those restrictions.
