Alltel Corp, Little Rock, Arkansas telephone service operator, has filed a shelf registration with the US Securities & Exchange Commission to offer up to $300m in debt securities, saying if it decides to draw on the filing, it will be to refinance debt, for acquisitions, and for working capital.
