Hutchison Whampoa is approaching the Swedish authorities to ask for a change to the rules for the rollout of its UMTS high-speed mobile services. Sweden is just one of the European countries in which the Hong Kong conglomerate has acquired a 3G mobile license.
Under the terms of its 3G license, Hutchison is required to complete the construction of enough base stations to cover 99.9% of the Swedish population. However, Hutchison says that this requirement cannot be achieved in time. It is asking for another year to compete its coverage.
